NEWS: The following ii Releases have been updated and one was discontinued since our last courier announcement. Revised text is indicated by blue text in each ii Release. We will not announce individual updates or update the revision date when we only make formatting or other insignificant changes. For example, we will not publish a revision note or update the revision date when we add a hyperlink, fix a typo, or make slight clarifications to the text. As always, we recommend that credit unions access ii Releases directly from the internet when needed so that you can be sure you are viewing the most recent version. ii Release No. B027 – Business Loans, and
ii Release No. 0191 – Required & Recommended Credit Union Policies, have been revised to describe a new member business loan sample policy, which Wisconsin state-chartered credit unions can consider using as a template. For more information, see this Compliance Courier.
ii Release No. 0159 – BSA: Customer Identification Program and Customer Due Diligence, is updated with the release of FIN-2026-R001, granting exceptive relief to credit unions from the CDD requirements to identify and verify the identities of beneficial owners of legal entity customers at each new account opening. In addition, FinCEN’s August 3, 2020 FAQs were added to the ii Release.
ii Release No. 0156 – Children’s Online Privacy Protection Act (COPPA), was updated to incorporate the FTC’s 2025 amendments to the Children’s Online Privacy Protection Rule (COPPA) which took effect June 23, 2025, with compliance required by April 22, 2026. The key amendments are explained in this Compliance Courier.
ii Release No. 0184 – Saver’s Sweepstakes Compliance FAQs, has been updated to reflect the new Project Manager for Saver’s Sweepstakes, The League’s Director of Councils & Networks, Jennifer Esser.
ii Release No. 0160 – Automated Clearing House (ACH) Compliance Resources, was revised to reflect current Nacha ACH rules and provide credit unions with a better framework when choosing to participate in the ACH network as either a receiving depository financial institution (RDFI) or an originating depository financial institution (ODFI).

ii Release No. B017 – Reg. C – Home Mortgage Disclosure Act, and
ii Release No. B068 – Reg. Z – Higher-Priced Mortgage Loans, have been updated to reflect annual CFPB Adjustments to the HMDA reporting and HPML escrow thresholds, as explained in this 1/08/26 Compliance Courier.
ii Release No. 0007 – Wisconsin Unclaimed Property Law, has been revised to clarify that safe deposit box contents are presumed abandoned if not claimed by the owner for five years after the earliest of the following:
- The expiration of the lease or rental period for the box.
- The earliest date when the lessor of the box is authorized by contract or law of this state (other than Ch. 177) to enter the box and remove or dispose of the contents without consent or authorization of the lessee.
ii Release No. B009 – Mechanic’s Liens; Vehicle Towing & Storage Liens, has been revised to include updated dollar thresholds for mechanic’s liens and vehicle towing & storage liens for 2026. The new amounts apply for work commenced on or after Jan. 1.
ii Release No. 0066 – Payroll Deduction Forms, is no longer available. It described the use of League payroll deduction forms, which The League discontinued as of Jan. 1, 2026, for reasons that are explained in this Compliance Courier.
ii Release No. B068 – Reg. Z – Higher-Priced Mortgage Loans, and
ii Release No. B077 – Providing Copies of Appraisals, were updated to reflect the 2026 threshold for exempting loans from special appraisal requirements for higher-priced mortgage loans (HPMLs), as summarized in this 1/08/26 Compliance Courier.

ii Release No. B062 – Reg. Z: Home Ownership & Equity Protection Act (HOEPA) Rule, has been revised to reflect the 2026 dollar thresholds under the “points and fees” test to determine whether a mortgage is “high-cost,” as explained in this 1/07/26 Compliance Courier.

ii Release No. B014 – Real Estate Settlement Procedures Act (RESPA), and
ii Release No. B047 – First Lien Residential Mortgage Loans Under § 138.052, have been updated to reflect that the Wisconsin Department of Financial Institutions announced that for 2026, the mandatory interest rate on certain required escrow accounts originated before April 18, 2018 will be 0.17% (down from 0.20% in 2025). ii Release No. 0146 – Safe Deposit Boxes, has been updated to reflect two recent changes to The League’s Safe Deposit Box Lease (WCUL #81071, Rev. 12/25). First, we added language to notify box renters that, “The contents of the Box are not insured by the Credit Union or the National Credit Union Administration.” Second, the lease agreement used to include an “Identification” box on p. 2, which asked for each lessee’s name, date of birth, telephone number, eye color, and a security code. We removed this box, which was no longer useful and may have caused confusion. For details, please see this Compliance Courier.

ii Release No. 0183 – Denial of Services, was updated to clarify the Reg. E requirements to send advance notice before suspending electronic fund transfer services on an account.

ii Release No. B027 – Business Loans, has been revised to add material about the state’s recently revised MBL definition and exceptions. The League consulted with the OCU and the DFI’s Chief Legal Counsel about how far certain exceptions extend and other aspects of business lending compliance, as summarized in this Compliance Courier. That material has now been added to the ii Release.
